Friends of Harbors, Beaches & Parks (FHBP) has been one of the groups opposed to the Poseidon Desalination Plant in Huntington Beach due to is many significant environmental impacts. It appears Governor Newsom is stacking the deck to get the project approved based on documents obtained through a Public Records Act request.
