Here is a good synopsis of the 2020 legislative year. While goals were in place to expand programs in January, those were immediate cut due to COVID in the May Budget Revise. The Cap and Trade program expenditures were halted due to uncertainty, but sales in August brought in $474 million. And, important conservation bills like AB 3030 were postponed to 2021–this bill would have protected 30% of California’s lands, waters and oceans by 2030.
